KIRKNEWTON PARISH COUNCIL


Minutes of the meeting held 22 Aug. 2017 at the Village Hall.

PRESENT.

Cllrs: Steve Marriott ( Chairman ) Kay Aisthorpe ( Dept. Chairman ) John Lloyd, Keith Warmington, County Cllr Anthony Murray, Parishioners Stephen Cleworth, Doreen Cleworth. Clerk : Margaret Heatley agreed to co-opt as volunteer clerk.

1. APOLOGIES FOR ABSENCE: None

SM informed the committee that Liz Martin had expressed an interest in joining the Parish Council and would be invited to attend the next meeting with a view to being co-opted as a member.

2. POLICE REPORT: No representative at the meeting. It was agreed that a local police presence would be supportive, or a report outlining current trends in criminal activity within the area.

  1. MINUTES OF THE MEETING HELD ON 16 MAY 2017 were agreed and signed.

  2. MATTERS ARISING FROM THE PREVIOUS MEETING.

4a BROADBAND

Discussion continued re the lack of both proper and adequate provision to Kirknewton and area. SM read from the Community Action Nothumberland news re Government commitment of broadband universal service obligation of min 10Mbps. The College Valley Estate has entered into the debate. There is a satellite broadband at Dunsdale which struggles to send e-mail.

ACTION SM to correspond with John Cooper (iNorthumberland) and to invite him to the next Parish Council Meeting.

SM also to send a letter to Ann Marie Trevelyan MP 5. PLANNING APPLICATIONS

Exterior staircase to Girl Guide amenity building Kirknewton - App 17NP0077 Old Schoolhouse. Two story extension to rear - App no 17/02768/FUL

Gregory Hill House - variation of conditions - App no 17NP0083Nb SM kindly retired from the meeting for this entry.

All applications - no objections were raised by the PC.

6. FINANCIAL REPORT

Credit Balance stands at £1.583.45.

Signatories to that account agreed as SM, JL, KA, KW. (Bank mandate forms to be completed after the meeting) SM and JL are already signatories.

7. COUNTY COUNCILLORS REPORT

Bus Transport. Glendale Valley Company no longer have a contract but services to Kirknewton are preserved.

ACTION. An update on any impact on services and links to wider area was requested.

ANY OTHER BUSINESS

8a. KW raised the issue of a traffic black spot at Middle Yeavering caused by a significant dip in the road. A warning sign could prevent a potential accident.

ACTION. PC to write to NCC with this suggestion
8b. Timber extraction - There are difficulties to road surfaces due to

haulage transport.

ACTION. To be reviewed after works are complete - Oct. 17.
