DRAFT Kirknewton Parish Council
Minutes of a meeting held on Tuesday, 18th April 2017,
at the Village Hall at 2.00pm
Present: Cllrs. Edward Brown (Chairman), Helen and Andy Blowers, Kay Aisthorpe,
John Lloyd, County Cllr. Anthony Murray, PC Dan Perry,
Parishioners Pat Edwards and Dennis Mullen, Clerk Angela Hallam-Baker.
1. Apologies for absence were received from Cllr. Steve Marriott.
2. Police Report:
PC Perry said there had been no reported crime in the area since the last meeting.
PC Darren Moffatt will not be joining the local team until early May, but Dan will continue to police the area.
3. The minutes of the meeting held on 21st March 2017 were agreed and signed.
4. Matters arising from the minutes:
The clerk had heard nothing from BT about their wish to close the telephone kiosk in the village, and assumed that no news is good news, and that the phone would remain. NNPA had also requested that it be left, due to the lack of mobile signal.
It was again brought up that the Police mast might be used. It was suggested that a phone line separate to the emergency services line might be installed on the same mast.

“Broadband investment and the hard graft of digging trenches, getting wayleaves agreed with local landowners and the council, is making good progress - though for those of us in the last 5% - it really still seems very slow! The Digital Economy Act which has now come into law will help ensure that we get decent broadband to every property.”
5. Financial Report:
There were no further transactions since the last meeting and the current balance stands at £1,266.30.
The unaudited accounts would be presented at the Annual Parish Council and an internal auditor appointed.
6. County and Parish Council Elections – 4th May 2017:
Since there were no further outside nominees, the three existing councillors standing had been elected unopposed. This leaves three vacancies, and it was hoped that more members would agree to be co-opted in the near future. Notices would be put on the board and on the website asking for applicants.
Angela said she would be standing down as clerk from May, and she would contact NALC to ask them to request applicants for the job. Notices to this effect would also be put on the board and website. Since there was very little going on in Kirknewton Parish this would be a very part-time job ideally suited to someone living in the parish. It was also agreed that it is not necessary to have a parish council meeting every month – and quarterly meetings would be sufficient. It was suggested that the new council may wish to alter the time of the meetings to 6.00pm.
7. County Councillor’s Report:
Cllr. Murray reported that, due to the forthcoming local elections, the County Council had been unable to make many decisions.
The NNPA Sill Project is moving forward. This is a £14.2 million initiative of international importance that will create a Landscape Discovery Centre and new YHA Hostel at Once Brewed. It is due to open this summer.
8. Any other business: none.
9. Date of next meeting: Tuesday, 16th May 2017. Annual Parish Meeting at 2.00pm,
followed by the monthly meeting.
The new Parish Council will commence on Monday, 8th May, but resigning councillors are invited to attend the annual meeting.
