KIRKNEWTON PARISH COUNCIL
Minutes of the meeting held 7 Nov. 2017 at the Village Hall.

Liz Martin agreed to join the Parish Council.

2 MINUTES OF THE MEETING HELD ON 22 AUG.2017 - agreed and signed.
3 MATTERS ARISING FROM THE PREVIOUS MEETING
John Cooper ( i Northumberland ) and Simon Robeson ( BT Openreach) attended the meeting and provided comprehensive information of the Government and Local Authority Fibre Broadband investment programme for rural Northumberland.
SM has submitted an application to BT Community fibre for a cost assessment to provide Superfast fibre broadband to Glendale, including Coupland , Lanton, Kirknewton, West Newton, Hethpool and Canno Mill. JC stated that there was funding available up to around £2500 per property in rural locations and that it would be hoped that action for this service could be achieved by 2019 if the costs were within budget.
JC also presented alternatives for “Better Broadband” which offer improved speeds but not Superfast and may be available in a shorter timescale. These are either satellite broadband ( for which funds are available towards equipment and installation costs) or wireless broadband (see below) Both these systems have drawbacks so the long term aim is for fibre as it is faster and more reliable.
Mobile Phone Signal
A new mast has been erected (Lanton Wood) and SM asked whether this would provide both emergency services coverage and a mobile network (EE). SR agreed to investigate this and provide further information re timescales for operation.
(follow up received to confirm the mast will be operating end of first quarter 2018 and provide both emergency services and a 4G signal to the valley.) Unfortunately this relies on line of sight and so Hethpool and Canno Mill may not be in wireless communication. It will also require user contracts with either EE or BT mobile.
JC and SR agreed to attend a further P.C. meeting in February 2018, with more decisive information on both the fibre application and on the Lanton Wood mast.
4 PLANNING APPLICATIONS
These were reviewed and none required action.vc vb
5 PARISH COUNCILLORS NOMINATIONS AND BANK MANDATES
Keith Warmington and Kay Aisthorpe have completed their identity checks. John Lloyd is already mandated.
6 FINANCIAL REPORT
Credit Balance - £ 1643.52 on 19th October 2017
7 COUNTY COUNCILLORS REPORT.
Wooler is to go ahead with the neighbourhood plan
Langleyford road improvement plan. The bridge is to be strengthened up to to 40 ton capacity.
The school transport costs which can be as high as £600 per family are to be subsidised.
8 POLICE REPORT
Two local police officers attended.
There have been no reports of serious crime in Kirknewton and surrounding Parishes.
An interesting and lively discussion followed. SM thanked them for attending at short notice and for their support,
DIAL 101 for Non Emergency police calls and ask for directions.
9 ANY OTHER BUSINESS
9a The Northumberland National Park local plan ( policy option paper ) The drop in Consultation is at the Cheviot Centre Wed 8 Nov 17.
Jean Davidson reminded as many people as possible to visit.
